To answer your question, yes you can use a 25" motor on a flotation bracket.

My old boat. Sold it last May. Solid boat but needed cosmetic makeover. New owner did makeover, closed in transom, and added bracket. He sent me pictures of restoration. Looked like good workmanship. Dont know how it does with bracket but before it ran 42 with a 150 outboard.
